The Floresville City Council voted on March 26 to award a Texas Community Development Block Grant (CDBG) contract for the Bluebonnet and Buttercup Lane sanitary sewer project (TDA contract CDV23‑0145) to R and R Utility Construction LLC for an amount not to exceed $388,635.
Finance staff explained the grant award totals $500,000 with a $50,000 city match; after accounting for other fees and offsets the recommended contract amount came in below the total awarded. The finance director told the council that bid tabulation was performed and R and R was the recommended contractor. Council members asked what would happen to any remaining funds; staff said leftover dollars would remain with the project until closeout and could cover change orders if needed.
A motion to award the contract was moved by Council Member Marissa Jimenez and seconded by Council Member Felix Cantu; the motion added a condition that the contract award be subject to review and approval by the city attorney. The motion carried with council voting in favor (recorded as unanimous, 5–0).
Staff noted the award will proceed once the city attorney approves final contract language and then procurement and construction timelines will follow. No construction start date was specified at the March 26 meeting.
