City staff outlines state bills on enterprise zone revisions and sales-tax treatment for recreation projects

City staff provided a legislative update at the April 1 East Grand Forks City Council meeting, describing two bills being monitored by the city.
Staff reported that revisions to the Border Cities Enterprise Zone are scheduled for a Senate Tax Committee hearing on Thursday at 9 a.m. The update said the bill was originally drafted by Senator Kupek and that Senator Johnson signed on as a second author, creating bipartisan sponsorship; city staff and a local stakeholder, Steve Moorhead, have been helping prepare testimony for that hearing.
Staff also described legislation to permit the city’s sales tax on recreation projects to be refundable. That bill has been drafted and introduced in both the Senate and House with sponsorship credited to Senator Johnson and Representative Gander; staff said it has not yet received a committee date but that they have received encouraging correspondence from reviser offices.
Staff did not provide additional detail on the bills’ text or on expected fiscal impacts. Staff said they are preparing testimony and will continue to track committee scheduling.
