Oliphant told council the first‑year fiscal impact under current tax rates would be roughly $687 per parcel for tax year 2026 payable 2027.
Council discussed options to mitigate the fiscal impact—including a rebate arrangement in which the Park District would refund taxes while the city retains ownership. City legal counsel said such a rebate provision could be written and that the Park District had indicated no objection to the concept, but staff noted the rebate language and agreement had not yet been drafted.
Council conducted a quick green‑light poll: a majority indicated they supported moving forward with the annexation, but only two councilmembers supported a request that the Park District rebate the tax, so the rebate did not have majority support. Council asked staff to proceed with annexation steps and to return with formal ordinance language and any rebate agreement language if council wants to pursue it later.
No formal roll‑call vote was taken in committee; staff will draft any ordinance and agreements for future council action.
