The Planning Commission recommended approval (vote 5–0) and staff recommended the board make the required general plan findings of consistency, site suitability and reasonableness. The board found the amendment exempt under CEQA (Class 1) because it does not propose new structures beyond previously approved facilities and adopted the specific plan and recertification by unanimous vote.
The conditions adopted include operational limits and screening for portable toilet storage and require the applicant to work with Caltrans to upgrade the driveway and obtain any required encroachment permits.
