Pasadena ISD board moves into closed session citing attorney consultation and personnel statutes

Casey Phelan, chair of the Pasadena Independent School District Board of Trustees, called the board to order at 12:00 p.m. March 4 in the district’s Administration Building at 3920 Mickey Gilley Boulevard and said the meeting notice had been posted in accordance with the Texas Open Meetings Act.
Phelan listed board members present as Kenny Fernandez, Crystal Davila, Paola Gonzales, Marshall Kendrick and Nella Sullivan and said Gonzales was running late. "Let the record indicate that the quorum of board members is present," Phelan said.
After leading an invocation and the pledges, Phelan announced there were no public comments. He then moved to close part of the meeting: "We're gonna adjourn to closed session pursuant to Texas government codes 551.071 and 551.074," Phelan said, citing the sections of the Texas Government Code commonly used to authorize closed meetings for attorney consultation and certain personnel matters.
Marshall Kendrick made the motion to adjourn; Kenny Fernandez seconded. When the chair called the vote, the transcript records vocal "Aye" responses and Phelan stated, "Motion carries." The transcript does not record individual roll-call votes.
The board reconvened at the time announced earlier and Phelan closed the meeting, saying the board adjourned at 3:08 p.m.
No formal actions on ordinances, contracts, budgets or appointments were recorded in the transcript, and no public commenters were listed as having signed up to speak.
