The Caroline County Board of License Commissioners voted Sept. 25 to grant a new Class A (off‑premise) beer and wine license for 312 Bloomingdale Avenue, Federalsburg, to 501 Maryland Avenue LLC, which will trade as Nazers. The decision included a deadline for completing outstanding requirements.
Attorney Eric Parker, representing the applicant, described the plan to relocate an existing convenience operation and add modern fueling pumps and prepared food options. "They will also have prepared foods, as they do in Smithville Road," Parker told the board, noting the business model integrates prepared foods and convenience items with beverage sales.
Mohammed Arafoola (the property owner/authorized member) and applicant Mohammed Faizan Ula responded to board questions about the licensed premise, storage and tip‑training. The applicant identified the license premise as the 52‑by‑62‑foot front portion of a larger building and confirmed alcohol storage will remain within that defined storefront. The board pressed the applicant on picnic tables and outside seating, stressing that an off‑premise license does not authorize on‑site consumption; the applicant said, "We're not gonna have any outside of the table or anything," and agreed to signage and policing the area.
Staff listed required items before final licensing: advertisement fee, prorated license fee, contract of sale or lease, proof of Maryland residency, state business license, certification for alcohol awareness (TIPs) for staff, workers' compensation certificate, environmental health approval, Maryland sales and use tax license, ATTB registration, fire marshal approval and town occupancy permit. Because construction and external approvals (power hookups, fire marshal inspection) remain outstanding, the board approved the license on condition that staff report items are resolved and set an extended deadline — the board agreed to allow compliance through Jan. 1, 2025.
The board approved the motion by voice vote.
