Summary
On March 19 the commission approved a set of routine resolutions — declaring surplus equipment, authorizing an ATF task force MOU, renewing an airport maintenance contract (state portion ≤ $20,000), approving a PSN grant application (up to $47,000), and authorizing water project reimbursements for Etowah Utilities — and passed budget amendments and notary appointments.
The McMinn County Board of Commissioners approved a package of routine resolutions and administrative actions at its March 19 meeting.
Resolutions approved included declaring certain county equipment surplus (Resolution 26-013), approving a five-year Memorandum of Understanding with the Bureau of Alcohol, Tobacco, Firearms & Explosives to participate in an ATF task force (Resolution 26-014), renewing the county’s Airport Maintenance Contract with the Tennessee Department of Transportation for the July 1, 2025–June 30, 2026 term with the state portion not to exceed $20,000 (Resolution 26-015), and authorizing the McMinn County Sheriff’s Office to apply for a Project Safe Neighborhoods (PSN) equipment grant of up to $47,000 with no local match required and an application deadline of March 25, 2026 (Resolution 26-016).
The commission also approved two Etowah Utilities water line extension reimbursements: Resolution 26-018 authorizes McMinn County matching funds for a 6" PVC main on County Road 610 (roughly 1,000 feet) with an estimated county reimbursement of $3,783 plus $5,000 for a fire hydrant (total $8,783). Resolution 26-019 authorizes matching funds for a 6" PVC main on County Road 784 (roughly 2,500 feet) with McMinn County’s 30% share estimated at $16,500 plus $5,000 for a hydrant (total $21,500). Mr. Gentry said these extensions meet county reimbursement requirements for unserved homes.
Budget amendments presented by Mr. Luallen were approved on a roll call vote. Notary applications for a slate of local applicants were approved by voice vote. Motions to approve the individual resolutions were made and seconded by commissioners as recorded in the minutes; most items passed by voice vote following Budget Committee review where noted.
Resolution 26-014, the ATF MOU, cites federal authorities (28 U.S.C. §599A; 28 C.F.R. §§0.130–0.131; 18 U.S.C. §3051) and states the MOU is effective for five years from final signature and supersedes prior MOUs. Resolution 26-016 authorizes application only; approval to apply does not itself obligate county matching funds beyond any documents the mayor may sign if the county later accepts an award.
All motions and outcomes are recorded in the meeting minutes; no public comments were offered during the audience comment period.
