Brad Stein, senior planner, said the planning administrator functions as a project manager within community development and that multiple city designees could perform the role over time. "This still has to go to multiple departments," Stein said, explaining that planning would coordinate reviews with public works, parks and other departments before any final administrative action.
The draft outlines a stepped appeals pathway: administrative review first, then planning commission, then the city council (governing body), and finally the district court for parties that remain aggrieved. Charles and Stein clarified that the state-prescribed filing window for district court appeals is 30 days from receipt of a written decision or review.
Among other substantive edits, Charles said the draft expands the list of exemptions from formal subdivision review and removes the formal distinction between "major" and "minor" subdivisions. He stated that the threshold previously described as five or fewer parcels is now four parcels for the exemption language in the draft.
The draft relocates design and improvement standards to a different chapter without substantive change, and it formalizes a concept-review step before pre-application submittal so applicants can gain informal feedback and avoid surprises during formal review.
Greg Tryon, assistant city manager, told the commission that recent master plans for transportation, utilities and parks were prepared at the same time and have been used to inform the land-use plan and the draft subdivision regulations so that documents across departments remain coordinated.
Public engagement: Charles said the draft plan would be released for public review and outlined outreach opportunities in April. He scheduled a virtual Q&A on April 15 and an in-person session on April 20 from 3 to 5 p.m. He also said the commission hopes to prepare a recommendation on April 27 and that the package would go to the city council "on the fourth." Separately, Charles and staff also referenced April 22 as a cutoff date for accepting some comments for this portion of the process; the differences in those statements were recorded in the meeting transcript.
