Fayette County updates purchasing rules and awards major contracts including asset-management and tank maintenance

At its Nov. 13 meeting, the Fayette County Board of Commissioners approved a suite of purchasing and contracting actions aimed at modernizing procurement and funding several capital maintenance and software projects.
Purchasing Director Ted Burgess presented amendments to the Fayette County Code of Ordinances (Chapter 2, Article V) and to Policy 200.01 to streamline future updates, better align purchasing duties with the county’s organizational structure, clarify when purchases must go through the purchasing director or department, and update dollar thresholds to reflect inflation. Commissioner Oddo asked a procedural question about whether the vice chairman should be included in one line of the policy; Burgess confirmed the vice chairman would be added. The Board approved the ordinance and policy amendments 4-0.
The Board also approved several contracts: Contract #2558-P for elevated water storage tank maintenance was awarded to American Tank Maintenance with a not-to-exceed amount of $740,691 and a requested transfer of $54,691 between CIP accounts to fund the work; Contract #2522-P for a VUEWorks GIS-based asset management system was awarded to AtkinsRéalis USA Inc. for $260,400 with optional one-year renewals at $39,900 annually. Environmental Management Director Bryan Keller said the VUEWorks system will consolidate multiple legacy platforms—SEMS Technologies, PubWorks, spreadsheets—into a single GIS-based asset-management solution to improve efficiency, data integrity and cross-department reporting.
Other approved items included an agreement with Georgia Power for an underground easement to provide power to a viewing tower for the Tactical Driving Course Phase II project, and a recommended contract reduction with GDOT for highway intersection work accompanied by a separate emergency water line contract ratification with CMES. All motions passed by recorded vote 4-0. The Board tabled a separate water infrastructure standards resolution (Resolution 2025-12) to the Dec. 11 meeting.
Board members said the updates will help streamline procurement and provide consistent vendor relationships for long-term maintenance and asset management. The items were approved as presented; staff will carry out procurement steps and coordinate implementation details.
