Duluth DDA approves third amendment to purchase-and-sale agreement with Embry Development; staff reports on budget and sidewalk work

The Duluth Downtown Development Authority voted unanimously March 17 to approve a third amendment to the contract of purchase and sale with Embry Development Company, LLC. Slade Lail moved to approve the amendment and Jim Graham seconded; the motion carried with all members voting in favor.
Director of Economic Development Chris McGahee presented the amendment request and asked the Authority to approve the third amendment as presented. The transcript records the motion text as approval of "the third amendment to the contract for purchase and sale to Embry Development Company, LLC. as presented." Members also heard other routine staff reports. Assistant City Manager and Finance Director Ken Sakmar told the Authority he is drafting a budget for Fiscal Year 2027 and expects to present a proposed budget to the Authority soon. McGahee updated members on a parking-deck caulking estimate, saying the specialty firm that inspected the deck has been asked to reassess its estimate to scope work only to the leaking issues. He said the alleyway renovations adjacent to Thrive are complete, and he reported that the Fox Street sidewalk adjacent to the District Apartments, which had been pending, is now finished.
No formal votes were recorded on the budget, parking-deck work, alley renovations or the sidewalk item; the only formal action taken during the session was approval of the Embry amendment. The Authority adjourned at 6:03 p.m.; its next regularly scheduled meeting is April 21, 2026.
