One committee member warned the change could weaken the special‑service assessment’s rationale: "If park staff windrow snow and the berm stays until the street crew picks it up, businesses may argue they’re receiving no special benefit compared with other areas," the member said. Board members also worried that shifting park crews downtown could delay rink preparation and other park responsibilities during heavy snow events.
After discussion, a motion that the park board does not support park staff doing downtown snow removal and that the board recommends council continue contracting for the work passed by voice vote.
