Schuylkill County commissioners approve CDBG stormwater advertisement and $17,000 change order

Commissioner Larry Padora and the Schuylkill County Board of Commissioners on April 1 approved advertisement for a Community Development Block Grant (CDBG) stormwater project on Hancock Street in McAdoo and unanimously approved a $17,000 change order to a construction contract.
Assistant Coordinator and Compliance Officer Cheryl Fuss asked the board to authorize advertising for the stormwater project; bids will be received through PennBid and must be submitted by 9:00 a.m. on Wednesday, April 22, 2026. Fuss also requested immediate approval of Change Order #1 to the contract with Affordable Construction & Demolition, LLC, increasing the contract from $63,340 to $80,340 to cover framing of the foundation wall.
"It was moved by Commissioner Padora, seconded by Commissioner Hess to approve the above request," the clerk recorded during the meeting. A roll-call vote followed: Commissioner Larry Padora, Commissioner Barron Hetherington and Commissioner Gary Hess voted yes.
The action allows county staff to proceed with advertising the CDBG-funded stormwater project and authorizes the immediate contract adjustment with Affordable Construction & Demolition. Fuss told the board the change order was necessary because of additional framing work discovered during foundation construction.
No further public comment on the item was recorded during the meeting. The board did not set additional program conditions during the vote. Bidders seeking the CDBG project specifications must follow PennBid submission rules and the advertised timeline.
