Public health staff urge tobacco‑free employee grounds; board refers draft to safety committee

Becker County public health staff presented a proposal for a tobacco‑free employee grounds policy and offered to provide draft language, signage and cessation resources at no cost to the county.

Amanda Cupola (Becker County Public Health supervisor) introduced the topic and Jason McCoy (public‑health presenter) laid out the statutory context, health rationale and model practices. McCoy emphasized lead time and support: he recommended at least six months of advance notice paired with free cessation services so staff have time and help to quit if they choose. He also said the policy could exclude sacred tobacco practices used in religious ceremonies and offered examples from other Minnesota counties. “We want a policy to actually support people to move towards health as opposed to penalizing them,” McCoy said.

Board members asked operational questions — such as whether employees would be allowed to smoke inside vehicles on county grounds and how enforcement would be handled — and several commissioners signaled interest while asking for more detail about scope (whether to include parks, leased property, vehicles and county events). The board asked staff to prepare a draft policy and referred the item to the county safety committee for further review and recommendation.

Public health staff offered to produce draft policy language and to work with county HR and the safety committee on communication and cessation supports. Commissioners did not vote on a final policy at this meeting.
