Elmhurst council approves Indiana Street sidewalk contract after staff secures $650,000 in state grants

The Elmhurst City Council unanimously approved a contract April 20 to install sidewalks on Indiana Street after city staff tied the project to $650,000 in state grants that reduced the local cost.
Alderman Brennan, who pulled the item for comment, said the Public Works and Buildings Committee secured grants that, combined with favorable bids, will allow the city to complete the Indiana Street project and accelerate the Van Auken sidewalk work. "Staff has secured and aligned $650,000 of state grants," Brennan said, adding the low bid came in below expectations.
Clerk Kirk Tammer read the committee recommendation that the council accept the unit-price bid from the low bidder, Narduli Construction Company Inc. of Chicago, Illinois, for the Indiana Street sidewalk project in an amount not to exceed $343,993.35 and authorize the city attorney to prepare contract documents. The council then voted 14–0 to approve the project.
The vote follows the city’s 40-year sidewalk master plan, which officials said guides prioritization of routes serving schools and neighborhoods. Brennan said the project will make routes to Conrad Fisher and Churchill schools safer for children walking in Northeast Elmhurst.
Mayor Levin credited state representatives for helping the city identify projects that qualified for funding and said he will share bill numbers and contact information with residents in the city newsletter.
No aldermen offered amendments to the contract; the council approved the consent agenda (minus item 5.9) earlier in the meeting and then separately approved item 5.9 after discussion. The clerk recorded 14 ayes and 0 nays on the item.
The contract award authorizes staff to finalize agreements and begin the procurement and scheduling process; the council did not set a construction start date during the meeting.
