Representative Wooten presented House Bill H.3771, described by sponsors as a cleanup measure to address abandoned or derelict vessels in South Carolina waterways.
Wooten said the bill ‘‘creates a new section that requires boats to have marine recovery insurance if anchored in the state for more than 14 days.’’ He said the subcommittee met with the Department of Natural Resources and quoted the agency director’s concerns about vessels left to rot in waterways. The bill requires a licensed survey to be completed within 21 days of anchoring in coastal waters and would make the subcommittee report the bill.
