Panel adopts amendment and forwards optometrist scope bill after compromise

The LCI committee reported House Bill H.4103 favorably after adopting amendment number 2, a strike-and-insert that sponsors described as a negotiated compromise on optometrists’ scope of practice.
Representative Wooten, who explained the bill, said the original proposal included a ‘‘litany of items’’ optometrists sought to change, including requests to perform three laser surgeries. He said ophthalmologists and optometrists reached a compromise in which the two professions agreed to move forward with the bill after removing the three contested laser procedures.
Wooten moved to adopt amendment number 2; the committee adopted the amendment and then returned the matter to a favorable report. Representative Webster commended Wooten for brokering the compromise, saying it ‘‘made our work a little less stressful’’ and helped the committee reach agreement.
What happens next: With the amendment adopted, H.4103 will proceed to the House floor.
