The committee approved a comprehensive repeal-and-replace of foster care review board regulations aimed at modernizing procedures and improving advocacy for children.
Tina Hardy, general counsel for the Department of Children's Advocacy, said the revisions standardize practice across the state, formalize virtual review hearings adopted since the pandemic and clarify confidentiality processes for participants. "We are making sure that people who are accessing these hearings know exactly what the procedure is," Hardy said, adding the changes are intended to ensure timely reviews and consistent processes.
The subcommittee recommended approval; the department's director of the foster care review division and counsel were present to answer questions. Committee members asked for clarification about conflict-of-interest provisions and confidentiality protections; department officials said the rules explicitly address board conflicts and audience/participant confidentiality for virtual proceedings.
The committee moved to approve the document and called the roll; document 5432 was approved.
