Georgetown council approves PUD rezoning, adds 40.2-acre Duffner Tract to Parkside On The River and approves small rezoning at 901 North Church

City staff presented several land-use approvals the council adopted during the meeting.
Edgar, a city staff presenter, read an ordinance amending the official zoning map to rezone roughly 84.584 acres in the William Roberts survey from Agriculture to a Planned Unit Development; the council moved and approved the rezoning on the record.
Nick, another city staff presenter, introduced a public hearing to approve the Fourth Amendment to the development agreement for Parkside On The River to add the Duffner Tract. Nick said the 40.2-acre tract would be annexed into Parkside On The River MUD No. 1 and that the developer revised the land plan to extend commercial frontage, remove low-density multifamily from the frontage and add roughly 100 single-family 45-foot lots, 4.49 acres of commercial, and transportation improvements including a connection to Greenview Parkway and a required right-turn deceleration lane at the new entry. Nick said the amendment includes a supplemental transportation fee of $1,500 per single-family dwelling unit to contribute to regional roadway improvements, applies the city’s new tree code to the tract, and provides a $600 per-lot fee-in-lieu of on-site parkland where parkland is not feasible. A developer representative, Amy Lynn Payne, was present in the audience for questions; no public speakers addressed the amendment during the hearing and the council approved the amendment.
Planner Matt Skaewin presented the first reading of an ordinance to rezone a 0.215-acre tract at 901 North Church Street from General Commercial (C-3) to Residential Single-Family (RS); he noted the Planning & Zoning Commission recommended approval 7–0 on 01/06/2026. The council opened the public hearing, received no speakers and moved to approve the first reading.
These land-use approvals were adopted during the meeting as read into the record; council votes were recorded on the record where required and the mayor declared the motions passed.
