Council removes government-signature requirement for annexation petitions

At its April 21 meeting the Midway City Council adopted Ordinance 2026-14 to remove the municipal-code language requiring governments to sign annexation petitions when the annexation would include government-owned land.
City Recorder Brad Wilson presented the current and proposed code language and said the proposal was intended to clarify the code. Council members discussed how a requirement for government signatures could amount to a veto over annexations and whether state code should control signature requirements. Council Member Andrew Osborne moved to adopt the ordinance with the change to eliminate the government-signature requirement rather than amend it; Council Member Kevin Payne seconded. The motion passed with four aye votes and one excused.
