Henke said a proposed house would connect to the city’s culinary water system and that additional water rights would be turned into the city. Applicant representative Paul Berg of Berg Engineering Resource Group told the council the applicants preferred not to have the new house access from a private lane but understood the city could require it; he also said sewer would need to be extended from the east and that one of Grant Kohler’s daughters would live in the proposed house.
Council members asked whether nearby houses already on the culinary water system would be forced into annexation; staff said those properties would not be forced to annex and that annexing them would not change culinary water demand or require new city roads. Council members characterized the annexation as a net benefit that would help Midway control an entry corridor and moved to advance the annexation for further consideration. The motion by Council Member JC Simonsen, seconded by Council Member Kevin Payne, passed with four aye votes and one excused.
