The Clute City Council on March 26 approved a task order with CSRS to administer and provide engineering services for a Community Development Block Grant (CDBG) mitigation-funded drainage project on Penn Money Ditch.
City staff said the Texas General Land Office (GLO) awarded $1,226,000 under the distribution formula for the project, which includes an inline detention portion and ties to an earlier HAZMAT-funded channel improvement. Staff emphasized sequencing: the HAZMAT project addressing the channel below the Penn Money alignment must be launched first so that the new work does not simply move water into an incomplete downstream channel.
Staff described the project footprint (running behind Penn Money north toward Sleepy Drive, behind the apartment complex and the cemetery) and said design is underway; the intent is to have the HAZMAT work launched by May and to advertise bids on the Penn Money design later this summer. The council voted unanimously to adopt Resolution No. 17-2026 authorizing the task order.
Councilors asked about interactions with Dixie Drive work and were told the Penn Money project does not affect the Dixie Drive construction; the city will coordinate to prevent unintended downstream impacts.
