Chelsea City Council approves developer-funded traffic signal, refinancing and budget amendment

The Chelsea City Council on April 7 approved a series of routine and infrastructure measures, including authorization for a traffic signal at the Chelsea Corners intersection, refinancing a bank loan for a business park and an amendment to the FY2026 budget.
The council voted to authorize an agreement for installation and maintenance of a traffic signal at County Road 47 and Chelsea Corners Way. Mayor Cody Summers told the council the Shops at Chelsea Corners developer will pay for the installation while the City of Chelsea will handle ongoing maintenance. "That is being paid for by the developer of the Shops at Chelsea Corners," Summers said.
The council approved Resolution 13-87 to refinance the Foothills Business Park loan with Central State Bank. "It's just a refinance of the Foothills Business Park loan with Central State Bank," Summers said. He said the new loan lowers the interest rate and that the city will continue the same payments so more money goes to principal and the loan can be paid off sooner.
Council approved Resolution 13-89 to amend the FY2026 annual budget to cover departmental overages tied to maintenance issues and additional hires. Other approved items included acceptance of two retired Sheriff's Office Tahoes donated by the Shelby County Commission for the COP program (Resolution 13-84), authorization for a contract with Shred It (Resolution 13-88), and a collateral assignment related to the developer incentive for the Shops at Chelsea Corners (Resolution 13-90).
On Resolution 13-91, which would repeal a moratorium on certain business licenses and permits, the council recorded one nay from Councilman Casey Morris; the motion nevertheless passed. Several routine procedural updates and first readings of ordinances were introduced but not voted on: Ordinance 10-43 (updates to council rules and procedures) and Ordinance 10-44 (establishing an entertainment district at Valley Post under Alabama Code Section 28-3A-17) were presented by Mr. Howard and scheduled for a vote at the next council meeting.
The council also approved a motion to pay city bills. No additional public testimony was recorded during the items that required council action. The meeting proceeded to the mayor's reports and community presentations after the votes.
