Town Administrator Charlotte Rodriguez outlined the resolution, saying it rescinds prior signatory designations — naming former officials who will be removed — and designates the mayor and town administrator as primary signatories with the director of finance and vice mayor as alternates. The resolution also directs the town clerk to deliver certified copies to depository institutions and remove prior signatories from town signature cards.
Charlotte said the change is part of a broader review of internal controls under section 218.33 of the Florida statutes and that a supplemental resolution addressing cash management, wire transfer and loan authorities would follow after the town’s review is complete.
Council moved to adopt the resolution; the clerk called the roll and recorded affirmative votes, and the resolution passed. The council’s action immediately updates authorized signatories and implements a two-signature control intended to strengthen segregation of duties.
The council asked staff to return with any supplemental policies required to implement the new controls.
