Lake Placid CRA authorizes quotes/RFP to replace Duvain Park railings and add phased lighting and benches

The Lake Placid Community Redevelopment Agency on April 20 authorized staff to obtain price estimates or issue a request for proposals to replace failing railings at Duvain Park and to pursue a phased improvement plan for benches and lighting.

Town Administrator Charlotte Rodriguez told the CRA the agency is “focusing very heavily on Duvain Park” and noted the CRA previously set aside $75,000 related to a gazebo project. She asked the board for permission to solicit quotes so staff can determine the cost of replacing—not merely rehabbing—the park’s railings.

Alan, a town staff member who has been handling the gazebo work, described how the current handrails “aren’t holding up to the day to day traffic,” saying the original 2013 fittings used self-tapping screws and may not meet present demands. Alan said staff is exploring more durable options such as welded aluminum or stainless steel and whether the change would require reengineering around an existing handicap ramp.

Council members discussed limiting options to painted aluminum (which can be painted) and eliminating stainless steel from preliminary pricing to narrow estimates. Charlotte also told the board the CRA currently has about $25,000 in unallocated funds and recommended leaving that money in place while exact project costs are confirmed.

After discussion, a motion to authorize staff to obtain quotes or issue an RFP for replacement railings and to pursue a phased approach for benches and lighting carried on a recorded roll call vote.

The CRA said staff will bring back specific cost proposals and bench/lighting options at a future meeting to guide final procurement decisions.
