Blount County Commission makes 772 development resolution contingent; approves rent abatement for Community Corrections

Following an executive session on Feb. 10, 2026, the Blount County Commission announced that Resolution 2026-02-01 — a measure supporting a 772 development agreement and a related public lease — will be contingent on agreed changes to the resolution and lease language.

Chairman Bradley Harvey reported the resolution will proceed only after the parties agree on specified changes. Commissioners Chad Trammell and Chase Moore made and seconded the post-executive-session motion making the resolution contingent; the vote was recorded as unanimous among attending members.

The commission also approved a temporary rent abatement for Community Corrections. Chairman Harvey said Community Corrections requested a six-month rent abatement, with an option for an additional six months, citing budget constraints. Commissioner Allen Armstrong moved to approve the abatement, Commissioner Chad Trammell seconded, and the motion carried unanimously.

County attorneys had asked the board to convene the executive session for reasons documented in a submitted letter and for economic development discussion; the roll call recorded Districts One, Two and Three voting yes. The minutes indicate that final legal language and lease terms for the 772 development agreement will be negotiated before any final vote.

Next steps: County legal staff will negotiate the agreed changes to the resolution and lease language and return with recommended final action; county administrators will document the terms of the Community Corrections abatement.
