Beloit board adopts amended budget guidance as district prepares multiyear reductions

The School District of Beloit board on April 21 voted to adopt a board guidance document to direct administration in developing the 2026–27 budget. The guidance, drafted by board member Carol Fox, prioritizes maintaining teacher–pupil ratios, supporting staff retention and preserving district programs that encourage enrollment.
"We just need to focus on our priorities," Fox said during discussion, urging clear documentation to support board decisions. Several board members suggested framing the guidance around the central question of "how do we best meet all of our students' instructional needs"; Megan Miller proposed adding that language to make priorities clearer to the public.
The administration has described the district’s fiscal outlook as a multiyear process of reductions and said every reduction will have some impact on students. Assistant Superintendent Dr. Leah Milat told the board the district is pursuing grant funding, platform efficiencies and other strategies to reduce expense burden while protecting instruction.
The motion to adopt the document with the proposed amendments passed by voice vote with no dissent. The board instructed that the final version be emailed to the clerk and forwarded to administration for use in preparing a comprehensive budget plan.
