Eufaula City Council extends moratoriums on certain retailers, designates blighted properties and approves library repairs

The Eufaula City Council on Tuesday approved several measures affecting business licensing, historic-property repairs and neighborhood blight.
President Wes Register read and the council adopted Resolution 5-2026, which reaffirms and extends the council’s prior moratoriums (Resolution 120-25) on (1) small-box retail stores, (2) flea market and consignment shops whose activity includes selling white goods, and (3) vape or CBD shops and similar enterprises. The moratoriums were extended for six months, through July 31, 2026; President Pro Tem Otis Hill moved to approve and Councilman Marvin Brown seconded, and President Register announced adoption by voice vote. As the resolution states, the moratoriums “are hereby affirmed and extended for a period of six (6) additional months to July 31, 2026,” unless earlier rescinded or superseded.
The council also adopted Resolution 8-2026, designating a list of abandoned or vacated residential properties and one commercial property (620 East Barbour Street, the Lake Eufaula Motor Lodge) as blighted and major contributors to slum and blight. The resolution authorizes the expenditure of 2024 Community Development Block Grant funds (LR-CE-PF-24-019) to demolish and clear identified structures where owners have executed Right of Entry permits and temporary demolition easements; the council also noted that the Alabama Historical Commission has been contacted to request concurrence on the planned demolitions. Code Enforcement Officer Jason Trahan was asked to report on the project’s progress before the council’s vote.
On facilities and capital work, the council approved Resolution 7-2026 to accept a single quote received by the Eufaula Carnegie Library. Trademark Construction Company, LLC submitted a quote of $78,326.61 to complete the repairs; the project will be funded with a $75,000 grant from the Alabama Historical Commission and $3,326.61 from the library’s building fund. The resolution authorizes Mayor Jack B. Tibbs, Jr. to execute contract documents necessary to begin the work.
The body also adopted Resolution 6-2026 to dedicate the city’s newly constructed outdoor pickleball courts adjacent to the Eufaula Community Center as the “Courtney R. Potthoff Pickleball Courts.” The resolution recounts Potthoff’s community service, notes her prior tenure as city attorney and recognizes her volunteer work with the Parks and Recreation Department.
All measures described above were approved by voice vote as recorded in the meeting minutes. The council’s action leaves the moratoriums in place through late July and clears the way to use the specified CDBG award for demolition subject to documented owner permissions and historical-concurring review.
Next steps: contract execution for the library repairs was authorized immediately; the housing demolitions hinge on executed rights-of-entry, required permits and concurrence from the Alabama Historical Commission.
