Leeds council authorizes up to $1.5M Kings Forest purchase, approves multiple nuisance declarations and building-code change

At its Jan. 12 meeting the City of Leeds Council unanimously authorized the mayor to enter a real estate sales agreement up to $1,500,000 for property in the Kings Forest area, approved several public-nuisance declarations and amended the city building and construction ordinance to eliminate future self-certification permits.
The City of Leeds Council on Jan. 12 unanimously approved a series of resolutions and an ordinance, including authorization for the mayor to enter a real estate sales agreement of up to $1,500,000 for property in the Kings Forest area and an amendment to the city building and construction ordinance that ends future self-certification permits.
The council approved Resolution 2026-01-01, which authorizes the mayor to enter into a real estate sales agreement not to exceed $1,500,000 for property located in the Kings Forest area. Council Member Cary Kennedy moved approval; Council Member Sabrina Rose seconded. Voting in favor were Mayor Eddie Moore and Council Members Rose, Turner, Kennedy, Holtbrooks and Faulkner.
Council also voted to declare multiple properties public nuisances, approving the following resolutions by unanimous vote: Resolution 20-001942 (8406 Lanewood Cir), Resolution 21-001936 (8200 Cottage Ln), Resolution 25-000936 (1943 Lane Dr), Resolution 25-001333 (1263 Rosa Parks Ln), Resolution 25-001319 (1605 Gray St) and Resolution 25-001581 (1259 Rosa Parks Ln). Motions to approve these nuisance declarations were made by Council Member Cary Kennedy and seconded variously by Council Member Ryan Holtbrooks; all recorded votes were yea.
The council moved to table Resolution 2026-01-02, which would have authorized consulting engineering services, at the request that its verbiage be corrected. Council Member Eric Turner made the motion to table; Council Member Sabrina Rose seconded and the motion to table passed unanimously.
On Ordinance 2026-01-01, which amends chapter 10 of the city building and construction ordinance, Council Member Sabrina Rose sought unanimous consent and the council approved the ordinance. Council Member Dale Faulkner clarified the change will not "revoke anyone's permit that is already out there" but "going forward it will abolish the self-certification permit." Council Member Cary Kennedy made the motion to approve the ordinance, which carried on a unanimous vote.
No public debate or recorded dissent accompanied the votes; all motions and votes recorded during the business portion were unanimous. The council adjourned at 7:04 PM.
