Chelsea council approves new rules, entertainment district, building services department and several resolutions

Chelsea — At its April 21 meeting the Chelsea City Council approved several administrative measures and contracts intended to formalize operations and support local development.
The council approved Ordinance 10-43, an update to the council’s rules and procedures, following a roll-call affirmation of 'Aye' votes. Council members then approved Ordinance 10-44 to establish an entertainment district at Valley Post, a measure the mayor described as allowing patrons to walk between businesses with beverages to create a courtyard atmosphere.
Council also voted to suspend rules for immediate consideration and approved Ordinance 10-46 to establish a Building Services Department that will formalize building codes and enable the city to begin commercial building inspections; the mayor said the building official started work the day before and commercial inspections will begin immediately, with residential inspections to follow.
On resolutions, the council approved Resolution 13-92 to appoint Carlos Sanders to the Planning Commission. It also approved Resolution 13-93 authorizing the mayor to execute an AMB medical-transport billing service agreement — described by the mayor as a cloud-based upgrade to help the fire department upload and track transport information — and approved Resolution 13-94 to accept Turner Batson’s proposal for architectural and interior design services to remodel City Hall (adding seven offices upstairs and reconfiguring the council chambers).
All items carried on majority/voice votes or by roll call as recorded in the council minutes. Mayor commented that the building services department will begin commercial inspections immediately and that the Turner Batson contract will permit bids for the upstairs build‑out of City Hall.
Next steps: staff will proceed with implementation of the building services department and solicit bids for the interior build-out; council will monitor early implementation and administrative reporting from the building official and the fire department billing transition.
