Council approves Measure D five-year paving plan as PCI edges above county average

The Martinez City Council on Feb. 4 adopted a resolution approving its Measure D five-year pavement preservation program for FY 2026–27, continuing a program funded in part by a half‑cent sales tax dedicated to road maintenance.
Assistant City Engineer Srinivas McDevi presented the plan, noting Martinez has about 123 centerline miles of pavement and a PCI of 69 as of Jan. 1, 2026. McDevi said Measure D funding helps leverage grants and that the city uses the MTC StreetSaver tool to prioritize streets by condition, expected lifecycle treatments and coordination with concurrent utility projects.
Staff described resurfacing treatments ranging from slurry seals to overlays and selective reconstruction, and highlighted use of reinforcing fabric products on some streets to limit reflection cracking and extend service life. McDevi showed a five-year map and said Alhambra Avenue and other arterials will be targeted as funding and grant matches allow.
Councilmembers asked why the PCI has plateaued in the high 60s and whether the city should prioritize high‑usage arterials over geographic rotation. Public‑works staff and the city manager said current funding levels (roughly $5–6 million per year in Measure D cycles) sustain the network; staff said higher annual investment would be required to push PCI materially higher.
After public comment and discussion, the council adopted the FY 2026–27 Measure D plan by unanimous vote.
Outcome: Resolution approving the Measure D five-year pavement preservation program adopted; staff to post the project list and maps on the city's website and continue coordination with utilities and grant programs.
