Leslie Knipe, director of Development and Neighborhood Services, said the use is a vocational school aimed at adult learners with specific training pathways included in the staff report. The school will operate similarly to an office, with mostly daytime classes and some night classes; because it is tailored to adults and not children, staff said they did not expect queuing problems related to pickup and drop‑off.
A commissioner asked whether the educational use would affect local alcohol separation requirements; Knipe replied that state law allows municipalities to adopt separation requirements but Addison does not currently have a separation rule in place. Instead, the Texas Alcoholic Beverage Commission process requires notification—Knipe referenced a roughly 1,000‑foot notification requirement via the TABC process and the town’s noticing obligations.
Staff reported no concerns with the request. Because the item was noticed, a public hearing will be held tonight if members of the public appear and wish to speak.
