City Secretary Valencia Garcia explained DCAD allocates votes to taxing entities based on the previous year's taxable valuation and tax-rate share; she said Addison's allocation for the year was 10 votes (down from 25 the prior year based on the allocation methodology). Valencia reported current tallies for candidates as of the meeting (William David Palmer, 61 votes; Pauline Medrano, 39 votes) and noted the suburban cities cohort totals 654 votes. Council members asked for clarification about the allocation and why Addison's votes changed from last year; Valencia said DCAD's annual calculation and taxable-value data determine the totals.
Mayor Bruce Arifson moved to cast all 10 of Addison's votes for Clyde Hairston; the motion was seconded and approved by voice vote.
