Council hears first readings to delay gas companies’ interim rate adjustments under GRIP

City staff presented two first-reading ordinances and opened the public hearing to consider suspending interim rate adjustments filed under the Gas Reliability Infrastructure Program (GRIP) by Texas Gas Service and Atmos Energy.
Jacob Worth, assistant to the city manager, explained the GRIP mechanism and the council’s narrowly defined authority under state law: the city cannot challenge the substance of the filings but may suspend the effective date for up to 45 days to review the companies’ calculations and prepare a local response. Worth said the Texas Gas Service filing would raise the average residential customer’s base rate by about $3.58 per month and approximately $13.70 for commercial customers; Atmos’s filing would raise the average residential base rate by about $10.59 per month and approximately $38.65 for commercial customers.
Council members discussed communications planning in case residents contact the city about higher bills and encouraged constituents to contact the Railroad Commission and state legislators with substantive concerns. The council opened the public hearing; no members of the public offered testimony and the council closed the hearing after staff presentation.
