Chamblee — At its Nov. 13 work session the council reviewed several staff action items and small applications, including a mural-grant recommendation, parks facilities use, and a stormwater professional-services agreement.
Planning staff recommended approval of a mural application by Playa Cafe (4928 Buford Highway) featuring an artist previously commissioned for Chamblee works; the Planning Advisory Committee had reviewed and approved the concept sketch and staff asked council to authorize final approval pending confirmation of ownership or purchase status of the building.
Parks & Recreation staff presented a proposed facilities-use agreement with Albion Soccer Club to continue youth soccer programming at Dresden Park. Staff noted the prior four-year agreement had been successful and that Albion would continue to handle registration, coordination and scholarship distribution; the new agreement would begin in January.
Todd Hill, director of public works, recommended awarding a stormwater system survey and condition-assessment contract to Lowe & Associates with subconsultant Atlas for a not-to-exceed fee of $538,782.21. Hill described the project as a geospatial inventory and condition assessment needed to build a long-term stormwater master plan and prioritized list of repairs.
Council asked several clarifying questions: for the mural, who officially owns the building and whether the applicant will finalize purchase; for Albion, whether the program prioritizes local children (staff confirmed local kids are prioritized and scholarships will be offered); and for the stormwater contract, whether the scope and vendor experience matched the city’s needs (staff said the team selected had appropriate experience and the recommendation followed an RFP evaluation of multiple proposals). Council directed staff to finalize contract documents and to return with any required minor edits before Tuesday’s vote.
