Council accepts park donation and small gift, approves CMAR procurement for two projects

City Manager Alan told council the Peninsula Community Foundation will reimburse the city up to $100,000 to reconstruct the Deer Park Little League concession stand; the Deer Park Fund and a private donor had budgeted $130,000 for the project, which reduces the city’s out‑of‑pocket cost to approximately $30,000. Vice Mayor and other councilmembers publicly thanked the donor and community partners; council approved the resolution 7–0.
Council also accepted a $16,210 surplus gift from Newport News Occasions Inc., a council‑created event organization that is dissolving and proposed transferring its surplus funds to the city. The resolution accepting the gift passed 7–0.
On procurement, council approved use of the construction manager at risk (CMAR) delivery method for a project at 11817 Cannon Boulevard and for a Waterworks construction project at 1451 48th Street; staff said CMAR is reserved for complex projects under the Virginia Public Procurement Act and can improve cost control and coordination. Both CMAR approvals passed 7–0.
Next steps: staff will execute the necessary agreements and proceed with project procurement and donor coordination.
