The Newport News City Council unanimously adopted a package of land-use ordinances and easements to support infrastructure projects.
On the consent agenda and during public hearings, council adopted an ordinance authorizing the city manager to make offers and, if necessary, proceed with condemnation and permanent and temporary easements for the Warwick Landing Channel Improvement Project. Council then adopted an ordinance conveying city property at 1709 27th Street to Union Baptist Church Trustees and approved a utility easement across city land at 2401 G Avenue for Dominion. All three ordinances passed on voice votes of 7–0.
Separately, the city manager presented a request to grant a utility easement across city-owned property at 7090 Church Lane in James City County to install underground cable and a metering cabinet needed for the Little Creek pump station upgrade; the manager recommended approval. The meeting record includes a $1 bid submitted by Dominion Energy in response to the public notice for the easement advertisement.
What happens next: the easements and conveyance clear the way for utility and channel work; specific construction and compensation steps, including any required property‑level negotiations, will follow.
