Boone County supervisors approve road contracts, personnel changes and policies; landfill budget tabled

Boone County Board of Supervisors met on April 15, 2026, and approved a series of contracts, personnel actions and policies while tabling the FY27 landfill budget for further review.
Chairman Erich Kretzinger called the meeting to order at 9:00 a.m. Supervisors Shawn Bryant and Scott Longhorn voted with the chair to approve the agenda and a consent agenda that included acceptance of the resignation of full-time jailer Reece Bryant effective April 16, 2026; a pay adjustment for dispatcher Madison Gafkjen to $30.06 per hour effective April 14, 2026; and approval of an application for change in ownership for Ottawa Vineyards LLC (aka The Cellar Winery). The board authorized warrants to cover listed secondary-road and county claims totaling $92,278.29.
The board approved second-half FY26 budgetary transfers and adopted a revised Seasonal PRN Groundskeeper job description, setting a starting wage of $15.00 per hour.
Supervisors unanimously approved waiving tipping fees on specified municipal solid-waste loads for several towns on the dates listed in the agenda. The board then opened pavement-marking bids; County Engineer Jonathan Bullock reported three bidders (Sir Lines-A-Lot, Vogel Traffic and CamLine Highway), with CamLine Highway showing the apparent low bid of $64,950.43 pending engineer review.
The board signed multiple contracts and compensations for secondary-roads work: a noxious-weed spraying contract with B & W Control Specialists for $37,149; Project GS-01-2026 with Stratford Gravel, Inc. for $472,800; Project GS-02-2026 with Stratford Gravel, Inc. for $401,800; and detour compensations of $36,451.55, $3,589.46 and $2,382.12 for three listed highway projects. Drainage Clerk Katie Moran also discussed watchperson services and plans to transfer Drainage District No. 213 to the city of Boone after current projects are completed; the board appointed Steve Young, Tyler Conley and Brett Buchholz as Drainage District No. 112 commissioners.
Landfill Administrator John Roosa presented the proposed FY27 landfill budget; the board voted to table action on the FY27 Boone County landfill budget for one week to allow further review.
The board approved an Illegal Dumping Policy presented by Tim McGlynn (Safety). Sheriff Andy Godzicki received board approval to sign an Alcohol Enforcement 28E agreement with the Iowa Department of Revenue and to increase the WEX gasoline card credit limit to $20,000, noting deputies are no longer using county fuel.
A motion to approve purchasing security cameras for the courthouse and Human Services Building using jail-rent funds failed to receive a second; the board then voted to table the purchase to verify whether the Human Services Building is eligible for that funding source.
The meeting adjourned at 11:06 a.m. The board planned a follow-up on the landfill budget at its next meeting.
