Board approves consent minutes, notes new public-meeting procedure manual and reschedules January meeting

The manual, based on Robert's Rules of Order with some local tweaks, takes effect immediately; the chair said she will circulate the PDF of the updated procedure manual to board members and suggested a short session on it at a future meeting.
Staff also gave a report on recent activities including a tree-pruning workshop (about 13 attendees), staffing notes, dock-park winter maintenance and plans for Nordic cross-country trail grooming with a donated piece of equipment. Board members asked follow-up questions about irrigation and park maintenance; staff said irrigation issues had been resolved for the recent season and committed to returning with detailed maintenance and cost information when requested.
A motion to adjourn was then made, seconded and approved; the meeting was adjourned by voice vote.
