Jason Levitt, district manager for the Calvert Soil Conservation District, and assistant district manager Ryan Saint Laurent presented an informational update March 24 outlining the district's effort to expand from land‑based nutrient controls to nearshore oyster restoration and shoreline stabilization.
The presenters said oyster reefs act as biological filters and shoreline toe structures, trapping sediment, reducing nutrient‑driven hypoxia and helping restore submerged aquatic vegetation. Saint Laurent recounted historical maps that show once‑extensive reefs and said baywide oyster abundance is now roughly 1%–3% of historic levels.
Pilot projects and costs Saint Laurent described three pilots — North Beach, north of Dares Beach and Helen Creek — and said the district is preparing an application to the Maryland Department of Natural Resources for the first site. He provided an early cost estimate for pilot construction of roughly $375 per linear foot and offered a seed‑quantity example: seeding 1 acre‑inch of lease bottom can require about 2,200 bushels of shell (he cited shell costs of roughly $7 per bushel for context), producing a material cost on the order of tens of thousands of dollars per acre‑inch.
Staffing, hatcheries and funding Commissioner and staff questions focused on the availability of hatcheries and shell. Saint Laurent said Calvert currently has no large hatchery and the district will likely rely on Eastern Shore partners and existing nursery techniques while exploring alternatives to reduce reliance on limited shell supply. The district is pursuing grants from sources such as Chesapeake Bay Trust and the National Fish and Wildlife Foundation and exploring potential inclusion of oyster reefs as an approved best management practice to qualify for cost share.
Why it matters: shoreline and water‑quality benefits The presenters framed oyster restoration as complementary to existing agricultural and stormwater controls. "We're missing about 99% of our filtration capacity," Saint Laurent said, arguing nearshore reefs can function as a water‑column and shoreline filter. Commissioners asked for follow‑up visits and for the district to return with data as pilots proceed.
Next steps The district requested permission to return semiannually with status updates and to continue pilot design and permitting work; staff and commissioners welcomed more data and asked for periodic progress reports.
