Company seeks permanent permit for concrete batch plant at 502 US 175 W; neighbors ask questions at public hearing

The Athens City Council heard a public hearing on Oct. 13 for a Specific Use Permit that would make a legally nonconforming concrete batch plant at 502 US 175 W (owned by TXI Operations LLC) a permanent, permitted use.
City Manager/Planner staff presented maps and photographs showing the facility’s location across from Development Services. Staff noted the property falls in a commercial/office future land‑use area; the city revised its ordinance to permit concrete batch plants in commercial and industrial zones with a Specific Use Permit. Planning and Zoning unanimously recommended approval with three conditions: submission and approval of a final plat before the ordinance’s final reading; submission of a detailed drainage plan prior to final approval; and maintenance of the existing vegetative barrier or replacement with a screening wall if the vegetation is removed.
Nearby resident Johnna Williams asked what activity occurs at the facility and requested a printed site plan. Rob Perryman, a company representative, said the project intends to improve the facility by building a new building to the south to house a break room and operations room to improve line of sight for safety when loading trucks and to remove an old building he described as a safety hazard. "No changes would be made to the silos," Perryman said. The public hearing was then closed.
No final council action on the Specific Use Permit was recorded at the Oct. 13 meeting beyond the first reading of the ordinance and the public hearing; staff will return with required plats and plans per the Planning and Zoning conditions before final approval.
What happens next: Council will consider required final plat and drainage plan submissions at a future meeting before taking a final vote on the SUP.
