Board approves Schmidt Associates and Spillman contracts, sets paving bid schedule for GEO bond work

The School Town of Highland board approved two vendor engagements tied to its 2025 general obligation bond and authorized a public bidding schedule for summer paving work.
Administration recommended and the board accepted Schmidt Associates’ letter of engagement to provide professional architectural and engineering services for bond projects at a base cost of $170,000 plus reimbursable expenses such as mileage, printing, permitting and code consulting.
Separately, the board approved a letter of engagement with Spillman Corporation to manage paving projects under the 2025 GEO bond for a quoted amount of $96,750. The administration asked for permission to advertise the paving projects and outlined a bid schedule: first advertisement April 22; a second advertisement and pre-bid meeting April 29 at the School Town of Highland Administration Building; bid opening May 13 at 10:30 a.m.; and a recommendation of contracts to the board on May 19.
Board members moved, seconded and approved the contracts and the advertising timeline. One trustee noted the district’s desire to complete paving during the summer months while students are out of buildings.
The administration said reimbursable costs associated with the Schmidt engagement (printing, permitting and code consulting) will be charged in addition to the base fee and that the work will be funded from the GEO bond allocation.
Next steps: staff will post bid advertisements per the schedule, accept bids, then present contract recommendations to the board at the May 19 meeting.
