Evergreen board approves revised public-comment policy after debate over transparency and accessibility

Summary
After debate about whether minutes and video should go beyond the state's legal minimums, the Evergreen School District Board voted to approve changes to Policy 14.40 on second reading; some directors and public commenters said the revisions risk reduced accessibility.
The Evergreen School District Board voted on April 21 to approve proposed revisions to Policy 14.40, which the board described as bringing district practice into conformity with state law regarding meeting recordings and minutes.
President Perkins said the policy reflects the legal minimum — an audio recording and minutes that identify speakers who signed up and the topics they listed — while the district may continue publishing videos as a public courtesy.
"The purpose of this policy is to make sure that we have policy that complies with the state law," Perkins said, adding the board may choose to go beyond the legal minimum in practice.
Directors who opposed aspects of the revision argued that providing more detailed minutes or continuing to publish video recordings is a better transparency practice and helps community members find content without rewatching full meetings. Board members debated staff capacity and cost to produce more detailed minutes and whether timestamps in video could be a feasible compromise.
Public commenters, including Rebecca Goldman and Camille Lohman, had urged the board not to reduce reliance on video because of accessibility concerns for disabled and multilingual residents. Board discussion acknowledged those concerns but concluded the policy must reflect the statute while leaving room for continued video posting.
The motion to approve the revisions carried after a roll-call-style exchange of aye/nay; at least one director voiced a recorded nay during the vote.
