"We had two items that got approval," Leslie Knight, Director of Development and Neighborhood Services, said, adding that the rezoned lot is a small parcel "sandwiched between Frost Bank and IHOP." Knight said staff is preparing to begin implementation and outreach to the development community about how the plan will be integrated into the development review process.
The report covered other administrative items on the work session agenda. Staff noted a correction to the Jan. 20 minutes after Chelsea was mistakenly referenced as vice chair prior to her election; staff asked the commission for a motion to revise the language to reflect that she was a commissioner for that earlier item. Knight also said input from the January meeting had been incorporated into the draft work plan presented to commissioners.
Staff flagged a wording inconsistency in the draft 2025 annual report, suggesting the document use the consistent title "Advance Addison 2050." A commissioner requested a formatting change to enlarge boxes on a chart to make colors easier to distinguish.
Knight said the town attorney, Sarah, will give a legal refresher (the presentation is available in commissioners' OneDrive folders) and that staff would review long-range planning policy and procedures to help commissioners use the new plan in future reviews.
Before moving into a closed session, the chair announced the commission would meet under Texas Government Code §551.071 to consult with the town attorney about the application of state and local ethics laws governing campaigning and political advertising related to bond elections and other local ballot measures; no substantive details of the closed session were disclosed on the record. The chair then adjourned the work session.
