Pike Road council accepts clean FY2025 audit and approves franchise, annexation, conditional uses and appointments

At its March 26 meeting the Town of Pike Road Council received a clean FY2025 audit, approved a franchise agreement with Spectrum, annexed 581 Parks Road, adopted two conditional-use resolutions for manufactured homes, approved a discretionary fund expenditure of $1,017, and reappointed a school board member.
The Town of Pike Road Council met March 26 and accepted the FY2025 audit after a presentation by Chris Neuenschwander and Katie Schmidt of Jackson-Thornton. Neuenschwander told the council the town’s financial reports (excluding PRS) earned a clean opinion and monthly numbers were consistent; Schmidt said American Rescue Plan Act funds were spent in compliance with federal guidance on projects including the tennis courts, a multi-purpose building and the inclusive playground. Councilman Rob Steindorff moved to accept the audit; the motion carried by unanimous consent of council members present (no vote from Mayor Stone).
During old business the council adopted Ordinance 2026-0613, a franchise agreement with Spectrum Southeast LLC that includes a maximum 5% franchise fee. Councilman Doug Fuhrman moved approval, Councilwoman Mim Whatley seconded and the ordinance passed unanimously (no mayoral vote).
The council also adopted Ordinance 2026-0614 to annex 581 Parks Road after a motion by Councilman Rob Steindorff and second by Councilman Marcus Robinson; the vote was unanimous among council members present (no mayoral vote).
In new business the council adopted two conditional-use resolutions: Resolution 013-2026 for a manufactured home at 415 Sellars Road (moved by Councilwoman Angie Bradsher, seconded by Councilman Marcus Robinson) and Resolution 0614-2026 for a manufactured home at 9971 Troy Highway (moved by Councilman Marcus Robinson, seconded by Councilman Doug Fuhrman). Both resolutions were adopted unanimously by council members present, with no vote recorded from Mayor Stone.
Councilman Doug Fuhrman requested a discretionary fund expenditure of $1,017 to support a field trip for members of the PRHS National Junior Arts Society to the Monet to Matisse exhibit in Birmingham; Councilwoman Angie Bradsher seconded and the expenditure was approved by unanimous council consent (no mayoral vote).
The council entered executive session to discuss the reappointment of the PRS School Board member for Place 3. After reconvening, Councilwoman Angie Bradsher moved to reappoint Ethan Taylor for another term; the motion was seconded by Councilman Rob Steindorff and approved by unanimous roll call of council members present (no mayoral vote). The meeting adjourned at 8:55 A.M.
