Jared, county land‑use staff, told the board the proposal redevelops a former Sundown Golf Course into five lots around a cul‑de‑sac plus a sixth lot accessed from 115th Avenue. "As a preliminary plat, this is the general design," he said, adding that the next steps include submission of roadway design plans, construction and inspection of the road before a final plat would return to the board.
The planning staff report said the plat lies within two miles of the city of Burlington, which reviewed the project and recommended some surfacing standards that are stricter than county minimums — wider road surface and a larger cul‑de‑sac bulb — requirements the city can enforce under its two‑mile review authority. Jared said the developer also acknowledged there is available land south of the apartments to replace an existing septic/wastewater system if needed, and the zoning commission recommended approval with the condition that a roadway maintenance agreement be filed prior to final plat.
The board voted to approve the preliminary plat following discussion of drainage, wastewater capacity and coordination with the city. The approval does not authorize construction; it clears the general layout subject to the roadway design review and the required maintenance agreement.
