Lincoln County approves retail liquor license for Alpine Liquor but delays issuing until building is complete

Chairman Kent Connelly opened a public hearing on April 7 for a retail liquor license application from Valley Integrity LLC, which would operate as Alpine Liquor. County Clerk April Brunski told commissioners the proposed store is within five miles of Alpine city limits and that the applicant intends to lease a building once constructed.
Applicant Crystal Magee, appearing by video from Afton, told the board they would "break ground immediately upon approval." Brunski clarified the county will not issue the license until construction is completed and all permits are in place.
Following the hearing, Commissioner Teri Bowers moved to approve the license application but not to issue the license until the building is finished and proper permitting is complete. Commissioner Melvin Shumway seconded the motion; it passed unanimously.
The board’s conditional approval allows the applicant to proceed with other steps required to qualify for a license but leaves final issuance contingent on demonstration that the structure and permitting requirements are satisfied. Clerk Brunski handled hearing logistics and will follow up on issuance once building and permit requirements are met.
Next steps: the applicant may proceed with construction planning and permitting; county staff will withhold issuing the license until the county confirms completion and permit compliance.
