Carter County commission adopts tiny-home zoning amendments

Carter County commissioners on Jan. 17 adopted Resolution 842, amending the county zoning resolution to add rules for tiny homes. Chris Schuettler presented the proposed changes during the public hearing portion of the meeting, and commissioners approved the resolution in a recorded electronic vote.
The motion to approve was made by Commissioner Steve Burrough and seconded by Kelly Collins. The roll call recorded 20 yes votes and one no vote from Commissioner Aaron Frazier, and the motion carried.
Supporters said the changes clarify where tiny homes may locate under county zoning; Schuettler summarized the regulatory adjustments during the hearing. Opponents who spoke during the public hearing expressed concerns about standards and enforcement, and Commissioner Frazier cast the lone no vote.
The adoption of Resolution 842 updates Carter County’s zoning code to address tiny-home developments; the resolution text is recorded on the meeting record pages 227–229. The commission did not refer the measure for further study; it was adopted at the meeting.
