MS4 Subcommittee approves 2025 annual reports and Winooski NRCD FY26 workplan with $26,500 budget

The Chittenden County Regional Planning Commission MS4 Subcommittee on Feb. 3 approved the 2025 Annual Reports for Minimum Control Measures (MCM) 1 and 2 and accepted the Winooski Natural Resources Conservation District’s (WNRCD) fiscal 2026 Stream Team workplan, which includes a proposed budget of $26,500.
Dan Albrecht, CCRPC staff, recapped the minutes from Jan. 6 before committee business began; Seth Kuchenbecker (Burlington) moved to approve those minutes, and Alex Kubala (Colchester) seconded. The motion passed unanimously.
Dave Barron of Pluck presented the draft 2025 Annual Report for MCM #1, summarizing a winter salt-awareness campaign, social-media outreach about different salts, a rain-garden plant initiative and related photo shoots, and partnerships with Gardener’s Supply and the Girl Scouts. Barron also noted increased website sessions and reach tied to those outreach efforts.
Lucas Goldfluss of Winooski NRCD presented the draft 2025 Annual Report for MCM #2, describing outreach events and water-quality monitoring efforts. Goldfluss said the district plans to add new LaRosa Partnership Program sites to the CCRPC website, pursue a state water-chemistry report, and continue the Adopt-a-Drain program.
After discussion, Lisa Cicchetti (Williston) moved to accept the MCM #1 Annual Report as presented and to accept the MCM #2 Annual Report with formatting corrections; Seth Kuchenbecker seconded. The motion carried unanimously.
Goldfluss then presented the WNRCD FY26 Stream Team workplan, which the minutes describe as including administrative tasks, outreach activities across multiple municipalities, project management responsibilities, and a proposed FY26 budget of $26,500. Seth Kuchenbecker moved to accept the FY26 WNRCD Annual Workplan; Rachel Tobler (Shelburne) seconded. The motion carried unanimously.
Committee members discussed scheduling quarterly in-person meetings. Although the next meeting remains scheduled for March 4, staff and co-chair Annie Costandi agreed the March meeting was likely unnecessary; members indicated May as the preferred month for an in-person session. Annie Costandi adjourned the meeting at 1:30 p.m.
The committee did not record a roll-call vote; motions were recorded in the minutes as carrying unanimously.
