Westfield council adopts 2026 municipal and SID budgets, approves PPE contract and routine measures

The Town Council of Westfield unanimously approved the 2026 municipal budget and the 2026 Special Improvement District (SID) budget during its April meeting, and voted to approve several routine measures including a contract award for personal protective equipment for the fire department.
The council's advertised hearings on ordinance 2026-13, the SID budget and the municipal budget drew no public speakers and each hearing was closed before the votes. Councilwoman Gilman moved adoption of general ordinance 2026-13 (an amendment to chapter 13 of the town code); Councilman Damagala seconded and the motion passed on a roll call with all members recorded as yes. The council then approved minutes from April 7, 2026, and moved into consideration of the budgets.
The SID budget was adopted following a roll call vote in which all council members voted yes. Councilmember Gildani publicly thanked Downtown West Corporation leadership in attendance and praised the organization's stewardship of SID funds. Following that, the council adopted the municipal budget; council members and staff described the proposal as a measured approach to balancing rising costs while sustaining services and investing in infrastructure. Councilmember Gildani singled out municipal finance staff, saying the administration and finance team —put together— a responsible budget and praised CFO Scott Olsen and other department heads for their work.
On finance matters, Councilman Pecker moved bills and claims totaling $894,579.06; the motion was seconded and carried. The council also approved a package of finance resolutions (refunds, drawing warrants for permit fees, deferral of a local school tax item and reading the municipal budget by title) as a grouped motion.
On public safety business, the council approved a resolution authorizing an award of contract for turnout gear and a thermal imaging camera for the Westfield Fire Department; the council stated that approximately 80% of that purchase is offset by grant funds the department received in 2025. A resolution approving children's amusement device licenses was also moved and carried.
The meeting concluded after a brief recognition of the Westfield Police Department for a rapid response to a domestic incident and a final vote to adjourn. No further public hearings or additional votes were recorded.
