Council approves FY2025 budget amendment, overtime policy changes and annexation in unanimous votes

The Georgetown City Council unanimously approved several agenda items affecting budget allocations, personnel policy and city boundaries.

Budget amendment: Nathan (staff) presented the first reading of an ordinance to amend the fiscal year 2025 budget for year‑end obligations, citing about $26,600,000 in adjustments, largely interfund transfers to align fleet assets with utility funds. A council member moved to approve the ordinance as read, and the motion carried unanimously.

Exempt overtime policy: "Nero" presented changes to the city’s exempt overtime policy intended to clarify when overtime compensation is paid to eligible exempt employees. The revised language limits overtime compensation to emergencies or disasters that extend beyond a normal shift and require sustained staffing response or recovery operations, excludes directors and above, and gives the city manager discretion to activate or deactivate the policy. Council approved the change unanimously.

Annexation at 4000 Jim Hogg Road: Edgar (staff) presented a voluntary annexation of approximately 6.34 acres with an initial agricultural zoning designation (AG). The municipal service agreement for the property had been approved earlier; the annexation proceeds via the city's default zoning procedure. Council voted unanimously to approve the first reading of the annexation ordinance.

What this means: The budget amendment will realign interfund transfers and obligations before year end; the overtime policy clarifies activation criteria and supervisory responsibilities; and the annexation extends city limits for the described parcel under default AG zoning.
